Introduction to our Practice

Eye Surgical & Medical Associates was developed with the philosophy that "patients count". This is achieved by providing a warm environment, a personal & caring approach to medical care and professional services that cover a wide range of services that meet each patient's "eye care" needs.

In addition to our professional services, Eye Surgical & Medical Associates provide excellent patient care with qualified clinical staff. Many of our staff members carry certification in specific areas that they assist our doctors in the care of our patients.

All of the above certifications require sponsorship, study & passing a certification process. Each certified employee is also responsible for maintaining his or her certification with yearly continuing education credits.

The History of Eye Surgical

In 1985, Barry R. Smith, M.D., began practicing ophthalmology in Visalia. In 1996, two native Visalians, Luke S. Bianco, M.D. and Michael I. Boone, M.D., returned to Visalia to begin their practices with Dr. Smith. Eye Surgical & Medical Associates, Inc. was founded as a result of this union. This association created the most comprehensive ophthalmology practice in Tulare & Kings counties. As a result, the practice rapidly outgrew its downtown location, necessitating a move to a larger building. In 2003, Eye Surgical & Medical Associates, Inc. moved into its new facility. This 14,000 square foot building houses an outpatient surgical suite (Noble Surgery Center), a medical clinic, an optometry department and a retail optical dispensary. In 2006, Michael J. Henry, M.D., a San Joaquin native from Sanger, joined Eye Surgical & Medical Associates, Inc. as a fourth associate.
